DeWitt A. "Dutch" Higgs in 1966 was appointed by Governor Edmund G. "Pat" Brown, Sr. to a full sixteen-year term on the Board of Regents, University of California. The first full-term regent ever appointed from the San Diego area, Higgs served two successive years as chair from 1968-1970 and as vice chair in 1970-71 and 1974-75.
